The trooper said although Peel matched the profile, he was dropped from a list of suspects early in the investigation. Stogsdill said Peel was eliminated after two people who had seen the Investor skiff operator were taken to a Craig bar where Peel was having a drink. While a trooper waited outside, the two separately entered the bar to see if they could spot the man they had seen in the skiff. When both said they didn't see him in the bar, Peel was dropped as a suspect, Stogsdill said.
After the investigation continued about a year without progress, Stogsdill said he decided to go back and start at the beginning. In August of 1983, Stogsdill returned to Craig and began questioning witnesses and reviewing earlier investigative work. He decided Peel was probably the person in Craig at the time of the murders who knew the Investor crew best. "That's when we first began looking at John Peel as a suspect," he said. Stogsdill said he decided investigators had erred in eliminating Peel based on the failure to identify him at the bar.
The trooper said the two witnesses should have been accompanied into the bar by an officer to make sure they actually saw Peel before assuming he was not the person they wanted. "Otherwise, you can't have any basis for making any conclusion," he said. "You don't know if they saw the guy they were supposed to see." "They seemingly can't accept the decision," Geleynse said of the opponents. "We're sorry about that." City Public Works Director Dwight Davis said he thinks the majority of people in Lynden like the planned improvements. He said he is tired of a few people stirring up tree controversies. "It seems every time we talk about trees here that happens," Davis said. The brick fence will be an improvement over the trees, which have been topped and trimmed by Puget Sound Power Light Co. to protect power lines, he said.
"A lot of people think they (the firs) are ugly anyway," he said. Smith said the question of whether to save the trees is the least of his concerns about the project. Although he had not closely surveyed the situation, Smith said it seemed the city's right-of-way is uncomfortably close to existing graves in the cem- In the military Mark William Bailey, a senior at Bellingham High School, has enlisted in the United States Army's Delayed Entry Program. Bailey will be in the Army's mechanical maintenance career field and will leave for Basic Training at Fort Jackson, S.C., on Sept. 21.
Bailey is the son of Louette Faust of Bellingham. Matthew John Hartnett, a senior at Bellingham High School and son of James Carney Hartnett of Bellingham, took the enlistment oath for the United States Navy in November at Seattle. She was a member of the Methodist Church and enjoyed gardening, antique collecting and reading. Her husband Jack ck Lay, the Whatcom County Engineer from 1957 to 1965, died earlier. Paul Elvig, a member of the state Cemetery Board said he is not familiar with the Lynden project, but that there is no need for a buffer between the state right-of-way and the graves.
